This is a pretty good card to throw in a reanimator deck, in which, always helps you out (and additional card power never hurts).
Prison and similar strategies are unfairly stigmatized because so many players come to EDH expecting to be able to assemble their degenerate battlecruiser combos unchecked and get frustrated when they actually have to think and build around shells specifically designed to shut them down. This is actually a pretty decent card for its time, but for now, it does wonders for casual players all around. What is most fun in EDH is having a variety of strategies to interact with rather than having every player racing to assemble their individual busted combos. Almost every build I play in my playgroup uses some kind of asshole control strategy and while my group doesn't always like being on the receiving end of it, they tolerate it and just joke about my decks being "ebola".
